changes to add a new setting that allows user to choose to
setting defaults to "ask"
When "allow," links render as underlined and are touchable. they go straight to their default activity;
and notifications include system generated actions;
When "block," hyperlinks don't render underlined and are not touchable;
also notifications don't show system generated actions;
When "ask," links render underlined and are touchable. each link will take user to a dialog box;
any link type will cause the dialog box, including telephone number links;
