Proposed changes

This PR aim to add the Cypress tests for LinkPrefetch Capabilities.

– Sites with only hasLinkPrefetchClick see the click-only toggle,
– Sites with both hasLinkPrefetchClick and hasLinkPrefetchHover see both options with hover selected by default,
– Sites with neither capability see no link prefetch settings in the UI,
