Proposed changes

This PR will add a PHPUnit scaffolding to allow modules to easily scaffold PHP Unit. See #PRESS10-97

The scaffolding wil add or update the following:

Set up .wp-env
Install WP via Composer
Install WP Browser and config files

Type of Change
