This PR reverts the logic that removes loading utility styles on onboarding.

Pull Request Overview

This PR reverts a previous change that skipped loading utility styles on the onboarding page.

  • The conditional check for the onboarding page was removed.
  • The utility styles will now be loaded regardless of the current page.
