Please describe the change you wish to see

Some good UX improvements have been suggested for the footer on the firefox.com site. I'd like to implement them here. Like back porting except that they're not in springfield yet either.

Please describe why these changes need to be made

They're good UX improvements. More consistent spacing, differentiated headers, larger text.

Please provide any designs or prototypes of the proposed changes

Changes I would like to implement:

• coloured header labels
• keep the horizontal line visible at all screen sizes (Line in footer not visible on smaller screens. #1061)
• larger font size for legal and terms
• terms become a list at smaller screen sizes

Please describe where this component is currently in use

It's not being used on Mozilla.org that is a custom footer.
blog.mozilla.org uses it.
SUMO uses the class names but it's a heavily modified one so I don't know if they're using the CSS.

Is the development of this component a blocking dependency for other work? Please explain if so

No, but the faster we get it into Protocol the sooner I can remove the over-rides in springfield.
