  Changes to past and future timestamps

    Model Lebanon's DST chaos by reverting data to tzdb 2023a.
    (Thanks to Rany Hany for the heads-up.)

Specifically, the only change is the start date of 2023's DST in Lebanon moving from April 20 to March 25.
