This PR bumps chokidar v4. It's backwards compatible besides globs, which can be added via tinyglobby or the already included dep glob

Since mocha is commonly used with globs for test files, the watcher should be wrapped with globs

See #5090, #5148 , #5216 – we will update dependencies in due time. Mocha 11 will be a primarily dependency bumping release.

Closing, we will update dependencies together with Mocha 11, #5216, no need for separate PR:s.
