FYI @bpasero and @Tyriar, merging per @Tyriar's request earlier - didn't do it until now because I was waiting for Insiders to be enabled, then I didn’t want to do it on Thursday before the weekend’s build. But I selfhosted for awhile this week and tested builds on all 3 platforms today.

@Tyriar @roblourens ok cool, it would be desirable to get a backport fix in for the high-DPI flickering issue (see electron/libchromiumcontent#331)

If we do not want to wait for another Electron release, then we should talk to the Skype team to add this fix to the release (@cifratila fyi) if possible.
