Emmet toggle comment is not supported #8452

- OS Version: Linux x64 4.4.0-24-generic, Ubuntu 16.04
http://docs.emmet.io/actions/toggle-comment/ seems to have been missed in #8155
If we want to claim full support we should implement it.
