files.exclude is a common setting, and is part of the "Commonly Used" settings, but we have to send users to the .json editor to use it.

A couple months ago, we explored some options for UI controls for this setting.

The question is still, do we support every possible files.exclude scenario, or just the most common ones? There is a gradient from "just exclude certain folders or file types" to "exclude using sibling clauses, arbitrary globs, etc."
