If we have #55796 then most settings only have a couple lines of description text. Originally we were trying to save vertical pixels. But our new layout is much more relaxed and spread out, so saving 18px of space feels like overkill.

Main outlier is window.title. Look for other cases in extensions.

Ideally we can get rid of setting row expand/collapse behavior entirely.
