Extension recommended via prompt should show up higher in the recommended list

- Ensure you don't have Go extension installed
- Open a Go file
- Go extension is recommended to you via a pop up. Click on Show Recommendations
- If you have more than 1 recommendation in the list, they are sorted by install count and you lose context of why you landed there.
