Allow a user to update auth session preference

At the moment, an extension really is the only thing in complete control over the UX around session preference for:

```ts
vscode.authentication.getSession(...)
```

In a multi-account world, that's a lot of overhead for the extension. Especially ones that are trusted.

We should provide some way for users to intervene and change their session preferences.
