We should release a fresh version of the Monaco Editor.

Due to VS Code's migration to ESM, the release will no longer contain the AMD variant. We need to make sure this is clearly communicated in the changelog. The only thing the ESM variant was missing before vs the AMD variant was out-of-the-box support for localization, so we should make sure to add examples and document how localization can be exercised by a consumer.
