Testing #250309

Tool sets and prompt files (prompts/instructions/modes) are quite similar. There are a few differences that we should align.

• The Configure Tool Sets uses ellipses unlike prompt files and snippets.

• Tools sets could also go into the chat view menu (I didn't yet put modes in there as the command is quite obvious in the mode picker)

• Different placement and labeling of the 'New` option
