Web: extensions on playground no longer work on Safari

**Steps:**
* `yarn web`
* open in Safari

I believe this is related to how we load the web worker extension host. Errors:

```
Unrecognized Content-Security-Policy directive 'worker-src'.
SecurityError: The operation is insecure.
```
