Toolbars should only occupy one tab stop #106441

Steps to Reproduce:

  1. Enter a toolbar (EG. focus the explorer view, tab to the "Folders" section, and tab to the toolbar.
  2. Attempt to Tab out of the toolbar.

The standard behaviour is that the tools in the toolbar occupy only a single position in the tab order, and are navigable with the arrow keys. While navigation by arrow keys works, each toolbar item still occupies its own position in the tab order.
