Steps to Reproduce:

1. Open vscode.dev, just open a project space and open a file, the editor is in focus at this time
2. Use cmd + p to call Command Panel, then press esc to exit Command Panel
3. Then the editor is not in focus at this time, but in electron, the editor remains in focus.
