For #166305 I moved the HTML/CSS and JSON language servers to use @vscode/l10n.
#168111 added the code to initialize each server with the bundle location to l10n.uri frm the vscode.d.ts

I think what's missing now are updates to the build scripts to also collect strings in the server folders
