Able to run ocaml kernel

Does not run
Steps to reproduce:

- Install ocaml as per instructions here https://akabe.github.io/ocaml-jupyter/
- Run Jupyter in terminal and ocaml will work
- Run OCAML kernel in VS Code and it will not work.
