Restart kernel message appears in the wrong spot

1. Create the interactive window from the command palette. A 'Started kernel' message should appear in the interactive window as a markdown cell
2. Restart the kernel
3. 🐛 the previous 'Started kernel' message gets overwritten with a 'Restarted kernel' message. The 'Restarted kernel' message should appear in a new cell at the bottom of the history
