Update SSO UIAuth login identifier to m.login.sso#7531

I'm not sure when exactly we do this, but MSC2454 was merged which identified m.login.sso as the identifier for SSO + UIAuth. Synapse is currently using org.matrix.login.sso. At some point we should switch to the standardized version.
