Migrate pages in our GitHub wiki to the documentation website #11299
Description
Pages listed under https://github.com/matrix-org/synapse/wiki (especially the useful synapse grafana dashboard guide) are currently quite undiscoverable. We should migrate them over to https://matrix-org.github.io/synapse.
https://github.com/matrix-org/synapse/tree/develop/docs#synapse-documentation has information on how to add pages to the documentation site.
