Support unable to debug customer issue due to publish being disabled for users without tagmanager_use_custom_templates capability #793

Problem

As our support team debugs customer issue, they need to see the changes in a version without publishing them.

They click versions from left menu and click the edit button to view the changes

Solution

  1. Show the version in menu again
  2. Allow only edit option for users having write capability but not tagmanager_use_custom_templates capability
