When idchange_last_viewed is null and there are changes available, then the icon appears in normal mode instead of indicating there is a new change. If I have eg 2 set, and the latest ID is 3 then the correct icon signals there is a new entry.

Is this one maybe an easy fix? This would help us big times with one of our current OKR on Cloud.

Basically, when you haven't clicked on it previously, and there is a new entry, ideally it would show the icon-notifications_on icon instead of icon-reporting-actions
