Problem
Currently managing users and their roles is fragmented. There're 3 lists where different things can be set-up and it may be time consuming to find and edit specific user.

It relates to ticket #338

Proposed solution
We can consolidate the list so that managing roles, permissions and editing user details is in one place. It's also easy to change permission for all websites for a given user (then a proper confirmation can be displayed).

I also have question if Password field is really needed? Cannot it be automatically generated? It's really confusing while editing users.
