Fixes #35093

Changes proposed in this PR:

  • Uses Navigation Panel as the content of the "Getting started" column in Advanced Web Interface
  • When not in Advanced Web Interface, the /getting-started route redirects to /home
  • Scrolls the menu into view if needed
  • Unifies wording & icons of Advanced UI menu bar with new main menu
    • Settings icon filled -> non-filled
    • "Getting started" -> "Menu"
    • "Federated timeline" -> "Live feed (public)"
    • "Local timeline" -> "Live feed (local)"
