When the Munki repo for some reason is unavailable, an attempt to install an optional item results in looping attempts. Instead, a failure message should be presented to the user and there should not be looping attempts.

This appears to happen no matter if there is preflight present (like for MunkiReport) or not.

Method to reproduce:

• Make sure the device is not connected to any network
• Try to install any available optional_install from Managed Software Center
