[data grid] Floating label in filter header will show on top of scroll bar filler when there is pinned column on right side #18686

Steps:
- Open this link to live example: https://stackblitz.com/edit/p4xthfj1?file=src%2FDemo.tsx
- Scroll horizontally and see the scroll bar filler, when floating label passes by, it will show on top of it.
Current behavior
When we pinned any column to right, the floating label in filter header will show on top of scroll bar filler.
Expected behavior
The floating label in filter header shouldn't show on top of scroll bar filler
