Summary

Lint and docs passing. Something is still causing sdist build to fail though. there was a typo in the GHA file for custom terra branch

I edited GHA so tests are running on this branch

Change qiskit.provider.aer module imports to qiskit_aer

Fix snapshot imports

Remove imports of Aer in tests

Replace relative imports in parent directors with imports using the full path

Remove `from qiskit` imports
