Write mode is meant to be a more constrained editing experience when engaged. Only the critical attributes of a block should be editable (like the media of a cover block).

Removes two controls from the cover block toolbar in write mode:

Only critical tools should be surfaced in write mode.
How?
Wrap those block tools in a
! isContentOnlyMode
