What?
Removes the experimental "iAPI: full page client side navigation" feature from the Gutenberg plugin.
Why?
The approach used in this experiment doesn't support CSS files that come from different origins and don't have CORS headers.
However, development of this feature continues in #70353.

All the related code is removed, either from the Gutenberg editor and from the
@wordpress/interactivity-routerpackage.Testing Instructions
