Tested manually with 6.3-beta3-56130-src and https://core.trac.wordpress.org/attachment/ticket/56228/56228.4.diff, not 58738. The combined core patch and this PR works well for me: |

What?
Currently, the Site editor page looks a bit wrong when JS support is off:
This page should look like the Post editor page with JS off. See some related recent changes in core:

These change should have ben coordinated with the CSS change from #42495
Why?
The page layout is broken when JS is off.
How?
body.jsselector so that the reset is applied only when needed (when JS is on).body.js.htmlelement. To my understanding, this background was introduced in Make the editor canvas friendly towards colored backgrounds #6406 only to cover a Chrome bug withmix-blend-mode. However,mix-blend-modeis not used any longer since Smooth Native Multi Block Selection #16835 so the white background on thehtmlelement is now pointless. The admin reset will apply a white background on the body element anyways. Pinging @jasmussen for kind confirmation this is no longer needed.Testing Instructions
