Description

When a menu link is focused with the keyboard, the browser defaults to showing an outline.

When a nested menu is focused, the bottom part disappears in most default block themes. This issue also occurs in Emptytheme, so I think it's worth fixing the issue in the Navigation block itself.

Step-by-step reproduction instructions

• Inserts a Navigation block with nested menus.
• Use the tab key to focus the submenu.
