Description
When engaging Distraction Free mode in the post editor, the hover block outlines are not available—as they are distracting. In the Site Editor, they are always there.
I propose we make the Site Editor to match the behavior in the Post Editor, bringing them closer to 1:1 and making distraction free consistent across the WordPress experience.
