I think we should consider showing the block tools underneath the block, instead of to the sides of the block.

Why

• As we start moving into the Customization focus, we'll inevitably take up more horizontal room within the Editor. Displaying the tools underneath the block provides more room for full-width elements.
• We've already started to see this in nested blocks, but columns of blocks intersect in tight and uncomfortable ways. Putting the tools underneath the block frees up room and helps fix the issue of overlapping blocks.
• We don't have a lot of horizontal space on mobile. Putting the tools beneath the block means it'll work better on small screens, where there's vertical space.
