What problem does this address?

Truncation of block-inserter-media-tab-item-preview tooltip text at 25 chars.

What is your proposed solution?

Don't truncate the block-inserter-media-tab-item-preview tooltip or instead allow a filter to alter the number of characters with -1 for no truncation.
