Reported in Automattic/wp-calypso#97328

The Media placeholder "Insert from URL" input control is too small in the site editor.

The block editor content CSS for the media placeholder isn't being loaded in the site editor, but it is in the post editor.

Step-by-step reproduction instructions

1. Go to the Site Editor
2. Insert an Image block (or Audio, or Video)
3. Click on "Insert from URL"
4. Observe the teensy input control
