What problem does this address?

Currently creating a submenu requires going through toolbar options. We could provide more options for creating submenus via other interacitons.

What is your proposed solution?

If a menu item is dragged and dropped on top of another menu item we should create a submenu with the "dropped" menu item as the first item in the submenu.
