Description

When editing your site navigation in the navigation block, you can create a draft page from the custom link block if the page doesn't exist. If you want to do the same from the button block, the option isn't available.

Step-by-step reproduction instructions

1. Create a navigation block.
2. Insert a button block.
3. Edit the link and see that a draft can't be created.
