Categories block: add wide alignment support #11415

Description
The Latest Comments and Latest Posts blocks support both wide and full alignment options, but the Categories block only supports the full alignment option. I'm fairly certain this is a bug, and that it should support the wide alignment, since every other block that supports the full alignment also supports the wide alignment.
