Per StackStorm/community#91 migration plan, we're moving from installing OS-provided RabbitMQ packages (old) to packages officially distributed by the https://www.rabbitmq.com/download.html via PackageCloud (fresh).

Make sure puppet-st2 follows the same strategy in installing RabbitMQ.
