What should we add?

After porting the solovay kitaev implementation to rust we should expose the option to the TwoQubitBasisDecomposer to leverage it for the single qubit unitary components of the decomposition to enable clifford + t synthesis of arbitrary unitary. This likely won't give us the best quality but it is a starting point so we can implement a full path discrete basis transpiler.
