LGTM, I would just add a release note for the change in the refresh method.

This solution only works if the user already has access to the real backend. So with the open plan, only torino, brisbane, and sherbrooke would be supported.

I don't think fetching backend configurations/properties of backends you don't have access to is supported on the new platform

I don't think fetching backend configurations/properties of backends you don't have access to is supported on the new platform

I think that's fair, this is the case independently of this PR.refresh only works for backends you have access to. I agree with the wording on the reno.
