Describe the new content you are requesting.

We decided in the dev meeting that it would be useful to have a stable URL dedicated to how to migrate to Qiskit 1.0. A major topic will be the packaging changes with virtual environments. But it'd also be good to mention other changes made.

This will have a close relationship to the release notes file, that they will link to each other. I'm not sure which relationship makes the most sense.
