Is your feature request related to a problem?

I'd like to notify users of new features in an unobtrusive way.

Current options:

1. In-app banner.
2. Adding in a 'What's New?' button.

1 feels too obtrustive. 2 something I'm going to try and PR, but feels easily missed.

It would be great if we could use the notifications beta. But it looks like we currently can't use that to push notifications

1. To other instances
2. Manually

Describe the solution you'd like

To be able to push notifications to other instances, manually. E.g.

`PostHog was just updated. Check what's new!

Describe alternatives you've considered

In-app banner. Feels like it would be annoying if we did this every week?

Open to feedback on other solutions.
