Description
Fix ir program deconstruct bugs.
PCard-66972
修复了动转静一直存在的前向跑完，反向Program被析构的问题。
PIR下修复了，老IR下还存在，但是老IR下存在循环引用，导致延迟释放，大部分情况会被隐藏。
因为老IR会退场，所以没有修复老IR的问题。
