eg react/promise v2 is 2 years old

i'm eager to release it as separated patch and see if anyone upgraded to 3.85.0 but failed to upgrade to 3.85.1

Is this change required for the project?
We stuck on promise v2 in our open source project because there are a lot of breaking changes and undesirable behavior in v3. And now it will be impossible to update CS fixer

last v2 was released in 2023 (ref)

in case you stucked with years-old dependency and cannot upgrade easily, i recommend to install PHP CS Fixer via shim
