Per @ABeltramo
I've just discovered something about the udev rules:
TAG+="uaccess"
only works when there's a desktop session running, my understanding is that in order to "pick a user" it uses Desktop seats (basically matching which user is currently logged).
So on a headless system this wouldn't achieve anything..
I think it's worth to add
MODE="0660", GROUP="input"
as a "backup option" or at least document it properly in the docs. This way adding any user to the input group will allow to access all the virtual devices
