add a MTC backend output socket (alsa) #4838

Description

@cfirwin3

With a simple midi timecode output socket that can be seen by alsa (no gui switches or rewrites needed) then LMMS would be able to drive midi timecode aware peripherals (like Xjadeo video player) in sync to lmms playback. This connection could be made from alsa connection gui or jack... NO gui changes or rewrites to LMMS needed! A simple midi output socket that would permit sync of this nature would open a world of opportunities for scoring music to picture (creating time accurate film score tracks, and slaving midi timecode aware software).

Just a backend output socket is needed for the LMMS midi timecode. It would be a small but extremely powerful addition.
